Dear Orange-Ulster BOCES Community,
In an effort to continue to provide a safe and effective educational and work environment for our students and staff, Orange-Ulster BOCES will be implementing Test-to-Stay (TTS) protocols beginning Tuesday, January 18, 2022. This test-to-stay program works in conjunction with our newly updated shortened quarantine policies.
Following all guidance set forth by the Center for Disease Control (CDC) and the New York State Department of Health (NYSDOH), students, teachers, and staff who are not vaccinated or have not completed a primary vaccine series who came into close contact with someone positive for COVID-19 at Orange-Ulster BOCES may have the option to remain in the school setting while completing their five (5) day quarantine requirement.
Qualifiers for Orange-Ulster BOCES Test to Stay Policy:
a. Unvaccinated students and/or staff identified as close contacts of a COVID positive individual who remain asymptomatic may opt-in to the test-to-stay program. By doing so, all individuals who qualify will be asked to review, understand and sign an attestation/consent form.
b. The exposure must have occurred at Orange-Ulster BOCES and while both the person with COVID-19 and the exposed person were consistently and properly masked.
c. The exposed person remains asymptomatic; if the exposed person who is permitted to remain in school through TTS develops symptoms, they must be immediately excluded from school per current guidance.
d. Only students and/or staff who are unvaccinated AND deemed a close contact in SCHOOL will be permitted to participate in test to stay. We cannot provide testing at this time for students or staff deemed a close contact due to an exposure OUTSIDE of Orange-Ulster BOCES.
e. It is important to note however, individuals who are permitted to remain at school or work via the test-to-stay program should continue to follow the restrictions of quarantine at home or in public as recommended by the CDC/NYSDOH.
How will testing be performed?
a. Once a positive case has been identified, contact tracing will commence immediately to determine individuals exposed.
b. Once a contact log has been determined, vaccination status will be determined.
c. Individuals who are fully vaccinated may return to school or work following exposure if they are asymptomatic and must follow proper masking procedures.
d. Individuals who are unvaccinated and asymptomatic may opt in to test to stay (written parental consent required for children/students, staff may voluntarily consent).
e. Rapid Antigen Test kits will be sent home; testing will be conducted and all results analyzed prior to the school day and entry into the building. More information on testing requirements and test frequency will be provided once an individual is deemed eligible for the test-to-stay program.

DEAR ORANGE-ULSTER BOCES COMMUNITY:
Orange-Ulster BOCES has adopted new quarantine policies effective immediately to reflect the changes in recommendations from the Center for Disease Control, the New York State Department of Health and Orange County DOH. Consistent with the guidance from the Center for Disease Control and the New York State Department of Health, individuals who test positive for COVID-19 or who have been exposed to COVID-19 will no longer be required to quarantine for 10 days.
This duration has now been shortened to 5 days assuming the following conditions:
a. Individuals who test positive for COVID-19 regardless of vaccination status will be required to quarantine for a minimum of five days.
b. Quarantine duration may be extended past 5 days if symptoms continue to persist after the 5th day.
c. Individuals exposed to COVID-19 and currently in quarantine may return to school or work after the completion of 5 days so long as they remain asymptomatic.
For Individuals who have been exposed to COVID-19 the following actions shall be taken:
a. If the individual is fully vaccinated and NOT exhibiting symptoms they may return to work or school regardless of booster status.
b. If the individual is NOT vaccinated they should quarantine for a minimum of 5 days after the last day of exposure. The last day of exposure is considered day 0.
Staff will continue to provide a medical doctor's note of clearance following a COVID illness in order to be credited for their sick leave if applicable. If the staff member is quarantined due to a COVID exposure at Orange-Ulster BOCES they will continue to receive clearance via the school nurse.
Students who are unvaccinated and are quarantined due to an exposure at Orange-Ulster BOCES will be cleared to return to school by the school nurse and/or their medical provider following five days of quarantine.
Individuals who are currently in quarantine as a result of testing positive to COVID-19 may return to school or work after 5 days under the following conditions:
a. They are asymptomatic and fever free for at least 24 hours without the use of medications.
b. They have received proper clearance to return to school.
c. They must continue to wear a tight fitting mask at all times and follow all recommendations for proper masking and separation as outlined by the Center for Disease Control and the New York State Department of Health.
We are working on a plan to implement a Test to Stay (TTS) policy in the very near future. Once TTS is implemented, unvaccinated students and staff members may continue to attend school if they “opt in” to the program and agree to perform self-testing. More details are forthcoming on this program in the next several days.

As always, the safety of students and staff is of the highest priority. Orange County Department of Health (OCDOH) and the BOCES are working together and students and/or staff that have been determined by OCDOH as being potential contacts have been notified by the BOCES as well as contacted by the OCDOH for contact tracing. - Make sure every member of your household covers their coughs and sneezes with a tissue or their elbow, and then washes their hands afterwards.
- Wear a mask in public when you cannot stay 6 feet apart from other people.

Last evening, our district was informed that a student at our Arden Hill Campus tested positive for COVID-19. This individual was in class yesterday, and due to federal health privacy laws information about their identity cannot be released. While I realize this information might be concerning, please know that everyone's health and safety is of the utmost importance to us.
The students and staff that were determined as being direct/close contacts to the individual have already been contacted. These individuals will be mandated to quarantine for 14 days from the last exposure date as required by the Department of Health. All potentially exposed areas have been cleaned and disinfected, according to Centers for Disease Control and Prevention (CDC) and DOH guidelines.
As we continue to welcome students back to our buildings, parents/guardians are reminded of the following CDC safeguards, including:
