Asbestos Management

The Asbestos Hazardous Emergency Response Act (AHERA) requires public and private primary and secondary schools to inspect their buildings for asbestos-containing building materials. The Act further requires schools to provide yearly notification to parent, teacher, and employee organizations regarding the availability of the school’s asbestos management plan and any asbestos abatement actions. Cellphones and Electronic Devices

The BOCES consulted with local stakeholders including employee organizations, parents, and students to develop this policy to prohibit the use of Internet-enabled devices by students during the school day on school grounds. This policy aims to ensure that students remain focused on their academic responsibilities throughout the school day, which includes all instructional and non-instructional periods such as homeroom, lunch, recess, study halls, and passing time. Code of Conduct

The Code of Conduct outlines the expectations for student behavior, promoting a safe, respectful, and inclusive learning environment. It also provides guidelines for discipline, rights and responsibilities, and the standards that support success for all students. The OUB Code of Conduct is available here.

Child Abuse Hotline

If you suspect a child is being abused or neglected, report it by calling the the Child Abuse Hotline at 1-800-342-3720, a toll-free, 24-hour hotline operated by the NYS Office of Children and Family Services. If a child is in immediate danger, call 911.

Community Eligibility Option (Student Meals)

Students attending the following locations receive free breakfast and lunch each day. All meals are prepared following the USDA meal patterns for 2025-2026 and served at no cost through NYSED and CEP qualification and participation.

District-Wide Safety Plan

The purpose of the District-Wide Safety Plan is to help school officials identify and respond to potential emergencies by clearly defining the responsibilities of school staff, students, families and community stakeholders. The OUB Safety Plan is available here.

Dignity for all Students Act (DASA)

The Dignity Act states that no student shall be subjected to harassment or discrimination by employees or students on school property or at a school function based on their actual or perceived race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender, or sex. Family Educational Rights and Privacy (FERPA)

FERPA safeguards student privacy by limiting who may access student records, specifying for what purpose they may access those records, and detailing what rules they have to follow when accessing the data. To learn more about FERPA and your rights, click here.

Lead Testing of School Drinking Water

State Law requires all schools and BOCES test water that are currently or potentially used for drinking or cooking for lead. The results of recent lead testing at OUB are available here.

Military Recruiters Access to High School Student Information

In compliance with the Elementary and Secondary Education Act (ESEA) of 1965, the BOCES shall comply with a request by a Military Recruiter for names, addresses, and telephone listings of eligible students, defined as a secondary student who is 17 years of age or older or in the eleventh grade (or its equivalent) or higher. Non-Discrimination Policy | Title IX

The Orange-Ulster Board of Cooperative Educational Services is committed to creating and maintaining education programs and activities which are free from sex discrimination, including sexual harassment.  Title IX is a federal civil rights law in the United States of America that was passed as part of the Education Amendments Act of 1972 and its implementation regulations (Title IX).  As required by Title IX, BOCES does not discriminate on the basis of sex in its educational programs and activities, or when making employment decisions. Sex Offender Notification Policy

In accordance with the Sex Offender Registration Act ("Megan's Law"), the BOCES supports the NYS Department of Criminal Justice Services  in its effort to inform the community in certain circumstances of the presence of individuals with a history of sex offenses, particularly against children, in the school locality.  The Board policy (No. 6560) regarding Notification of Sex Offenders is available on the Board Docs website.

Wellness Policy

The OUB School Wellness Committee includes teachers, administrators, nurses, parents and students with the goal of promoting activities of health and wellness for full-day students and staff. Learn more about the OUB Wellness Policy here.
