2024-2025 Orange-Ulster BOCES Transportation Request for Proposal (RFP)
The Board of Cooperative Educational Services, Sole Supervisory District of Orange and Ulster Counties,
popularly known as BOCES (in accordance with section 103 of article 5-A of the General Municipal Law),
hereby invites the submission of sealed proposals for contracted student transportation for a one-year contract
period, July 1, 2024 – June 30, 2025. This Request for Proposal (RFP) may be used by all Orange-Ulster
BOCES component school districts under the terms and conditions of the BOCES Transportation COSER.

The Orange-Ulster BOCES provides a food and nutrition management service to the component districts through the use of a shared food service manager. Orange-Ulster BOCES currently employs two food service managers for four component districts thus saving districts from bearing the full cost of hiring individual(s) to manage their food services programs.

Orange-Ulster BOCES will provide a human resources manager to be shared between component districts. This person will be responsible for the personnel functions inclusive of policies, recruitment, screening and recommendation of staff and coordination of the evaluation process of each district, as well as the administration of relevant provisions of negotiated agreements which may include negotiations with unions, attend district board of education meetings, coordinate activities with the local Civil Service Commission. The human resource manager is also responsible for the supervision of district human resources office staff.

This service provides a Facilities Director to be shared between two or more component districts. Orange-Ulster BOCES will hire and manage staff to perform various duties relating to school buildings and grounds.

The Office of the Interscholastic Athletic Coordinator exists to serve the needs of the Orange County Interscholastic Athletic Association (OCIAA), the Mid Hudson Athletic League (MHAL) and Section IX Athletic Council.
The main functions of this office are:
- Schedule all of the interscholastic athletics events for members and associate members of the OCIAA and MHAL.
- Schedule all of the officials for OCIAA and MHAL athletic contests.
- Provide for coaches in-service courses which are required for certification.
- Conduct championship contests in the various sports in which the OCIAA and MHAL members participate.
- Coordinate requests from the Section IX Athletic Council.
- Process the payment of officials for school districts.
- Mentoring Program for Athletic Directors.

The Attendance Officer will be shared among districts to provide investigative services regarding student attendance and enrollment in school programs. Investigative services may relate to incidents of truancy, legal residence and/or other issues of school attendance of elementary and secondary students. The interested district may contact Lilly Abbamonte at (845) 291-0100 extension 10161 and describe the problem to be investigated, arrange for any necessary meetings between the Attendance Officer and the appropriate school officials and receive the interim and final reports. All reports will be submitted to and become property of the school district that requested the service.

Cost Formula:
The district will be charged an hourly rate for each hour of service rendered. This rate will be a composite of salary, fringe benefits, expenses and mileage.

Orange-Ulster BOCES provides leadership and coordination for its component districts in a cooperative bidding service. All component districts may participate in cooperative bids which presently include general supplies, art supplies, cafeteria supplies, custodial supplies, health supplies, machinery equipment, scoring analysis, bread, milk, ice cream, grocery, duplicating and copy paper and additional cooperative bids as needed. The bid specifications are established by a committee of school district representatives in conjunction with BOCES personnel.

Cost Formula:
The cost of the bid coordination will be shared by the participating districts on an RWADA basis.

GASB is the Governmental Accounting Standards Board which develops the accounting rules that apply to governments, including school districts and BOCES. GASB is the requirement that school districts record an actuarially-determined liability for future Other Post-Employment Benefits (OPEB’s) costs on their financial statements. OPEB’s are any benefits provided to retirees, other than a pension, including health insurance, life insurance, vision, dental, etc.

Cost Formula:
There is a base charge per district plus an additional charge for the cost of the actuary.

The Risk Management Department has many functions that include:
- Technical assistance to school districts on such matters as air quality, mold contamination, emergencies and the proper handling and disposing of toxic substances, asbestos, mold damaged and other materials;
- In-service training for staff under OSHA, the NYS Right to Know Law, and others; and accurate record-keeping required to meet the mandates of state and federal laws and regulations.
- The Risk Manager or Technician will visit school sites upon request of local district officials to provide both emergency and routine help in all areas of safety and health and to ensure compliance with federal and state regulations.

The Orange-Ulster BOCES Records Management Department is the recipient of the 2013 Cheryl Steinbach Annual Archives Award for Excellence in Local Government Records Management from the New York State Archive and the 2014 Guy D. Paquin Award for noteworthy achievement and exceptional support and involvement in the records management profession.
This comprehensive Records Management Program was developed to provide trained Records Management Specialists with experience and knowledge of New York State standards and records retention for local governments. The specialists will provide leadership, training, organization, support, services and solutions with systematic procedures developed for preservation of permanent records and enhanced access to inactive records Additionally, the program offers Electronic Document Management Services (e-doc) to store and track electronic documents/images for easy and immediate retrieval via the web. All district data is district-owned and hosted by OU BOCES who serves as a guardian of district data. OU BOCES is compliant with the NYS Archives Standards.
The Office of Records Management offers the following services:
- Large-format printing, scanning and copying of maps/plan/document in color or black and white;
- Storage of inactive archival records. This provides districts with a permanent solution, network of support and economies of scale;
- Microfilm storage in a-state-of-the-art storage facility newly created in compliance with the NY State Archives guidelines for long-term preservation;
- Provides districts with a shared Records Management
- Specialist for records management projects;
- BookDrive Pro for scanning bound books;
- Performs inventories, assessments and appraisals of active and inactive paper/electronic records;
- Purging and disposition of obsolete records according to the retention schedules provided by the New York State Education Department;
- Organize inactive storage rooms;
- Microfilming of paper documents and electronic records;
- Conversion of microfilm/microfiche to digital format;
- Staff training;
- Grant writing for Local Government Records Management Improvement Fund (LGRMIF) applications;
- Electronic Document Management System (e-doc) which provides secure, internet accessible storage for critical documents. Documents in electronic format can be imported, paper documents can be scanned, and existing microfilm/microfiche can be converted. Search criteria are customized to meet individual needs.
- All documents are available to the user via the web;
- Compliant with the NY State Archives guidelines for electronic records, microfilming, records management processes and imaging.

The Orange-Ulster Board of Cooperative Educational Services serves as a regional office for the Office of Teaching of the State Education Department. We welcome inquires by telephone, email and mail. Anyone interested in obtaining specific information may contact this regional office Monday through Friday between 8:00 a.m. and 4:00 p.m.
Certification for Early Childhood Education B-2, Secondary, Special Subjects, Literacy Students with Disabilities, Pupil Personnel, Childhood Education 1-6, ESL, Bilingual, Health, Family & Consumer Science, Occupational Education and Administrative certificates are handled only by the Office of Teaching Initiatives in Albany. This office acts as a transmittal agent for those desiring to submit this information locally.
The Regional Certification Office will also continue to be responsible for school district certification expedites.
An individual interested in obtaining New York State certification must complete the online application and pay the fee and submit official transcripts. Upon receipt, these documents are reviewed and evaluated. If the candidate meets New York certification requirements, the recommendation for certification is forwarded to the State Education Department. If the individual does not meet certification requirements, a formal evaluation of the applicant’s credentials is provided indicating specific deficiencies.
In addition to the Teacher Certification, the Regional Certification Offices now process the Temporary and Professional Coaching Licenses through the TEACH Online Services for Orange and Ulster Counties. The fee is $50.00 per sport for the one-year Temporary which is applicable to the school district requesting the license and $50.00 per sport for the three-year Professional certificate per sport which is a portable license that can be used in any school district.

Residents of Orange-Ulster BOCES region or employees of our component school districts who are interested in receiving a New York Teaching or Pupil Personnel Service certificate may use this service.
Cost Formula:
There is no charge for this service for districts within the Orange-Ulster BOCES region.

The BOCES Public Information/Communications Service has been designed to provide school districts with high-quality communication assistance through a team approach. This team will consist of communication professionals with expertise in a wide variety of areas, including writing, community relations, photography, graphic design, desktop publishing, and electronic communications. The goal is to put these skills to work to fully open the lines of communication between school districts and their many publics in a way that will a) improve accountability, b) interpret and promote district goals, programs and policies, and c) build long term support for higher standards and continuous improvement of student results.

Orange-Ulster BOCES will provide a shared transportation service for their component school districts students to and from programs not associated with Special Education Programs. It will include district-sponsored field trips both during and after school. This service will be operated by Orange-Ulster BOCES-contracted transportation and is intended to supplement the component school district transportation, such as field and sport trips, special education trips, mid-day runs, shuttles, activity buses, late buses, vocational, feeder routes, program shuttles such as CTE and IDT, shuttles to various programs off-site of the main BOCES campus, homeless and special program services.

Orange-Ulster BOCES will provide Bus Driver Safety Training which enables districts to meet school bus driver and monitor/attendant requirements mandated by the State Education Department with respect to yearly required refresher courses. Also, as may be requested by districts, staff development training for school bus drivers and monitors/attendants would be coordinated and delivered in areas including but not limited to: School Bus Safety, Defensive Driving Skills, Student Management, First Aid, Emergency Preparedness, etc.
In addition, Orange-Ulster BOCES would assist districts with the required school bus driver testing as required either by SED or the Department of Motor Vehicles under Article 19-A. This includes physical performance testing, biennial behind the wheel road testing, and the oral/written examination.

Cost Formula:
School districts will be billed for the pro-rated share of participation based on their actual use. The unit rate will be determined from the pro-rated share of costs experienced for coordination, oversight, instructors, materials, etc. based on the nature of the request.

This provides a facilities service to be shared between two or more component school districts. Orange-Ulster BOCES will hire and manage staff to perform various duties relating to school buildings and grounds which include but are not limited to hiring maintenance, custodial, grounds, electricians, HVAC technicians, plumbers and other related positions.
Admission:
This service is available to any component district upon application.
Cost Formula:
The cost of this service will be on a need basis. Cost of salary, fringe benefits, travel, staff development, supplies and materials are pooled and charged proportionately to each district based on the amount of service provided.
