Orange-Ulster BOCES provides special education and related services to students who have been identified with disabilities by the home school district Committee on Special Education and who have been recommended for an instructional program in a more therapeutic environment than is available in the local school district.

Class Size Descriptions

(9:1:3) For students with severe deficiencies in speech/language, social and academic skills or requiring accommodations for physical needs; provides intensive support, therapy and instruction.                             

(8:1:1) For students with instructional and management needs; benefiting from moderate support and supervision in a small group setting.

(8:1:2) For students whose cognitive skills fall within the average range but whose academic performance is impacted by severe emotional needs.

(6:1:1) For students with intensive behavior management needs, requiring crisis intervention, counseling services and small group organization.

(6:1:2) For students with autistic behaviors or significant medical needs, requiring consistent structure, supervision and support in small groups and highly individualized settings.

Admission:

Enrollment is by referral from local Committees on Special Education.

Cost Formula:

Tuition charged to school districts is for educational services only.  Related services including speech, counseling, physical and occupational therapy are available as per IEP requirements and are billed separately.

This is a continuation and reinforcement of instructional and related services for students with disabilities who have been identified by the Committee on Special Education as requiring a twelve-month program to prevent regression of developmental levels.

Related services, including speech, counseling, physical and occupational therapy are available as per IEP requirements.

Admission:

Enrollment is by referral from local Committees on Special Education.

Cost Formula:

Tuition charged to school districts is a combination of educational services and related services.

Location:

Including Communities is a transitional program based within the Village of Goshen serving students aged 18-21 years old. The program targets students' individual strengths and interests to find a viable counterpart in the community setting as a volunteer intern. In addition to the community component, students also work in a non-traditional classroom in the heart of the village. Students work on independent living skills, money management, employability skills, travel training and self-advocacy skills.  These skill sets are taught and practiced in the community-based classroom, then generalized and applied in the community setting. 

The goal of the program is to work with students within a community setting to help facilitate the transition from school to adulthood. Each student will leave the program with a variety of internship references, volunteer involvement, a complete resume and a genuine experience of being a valued member of the workforce and the community.  

When working in the community settings, students are always accompanied by a staff member. Since they come to the program with a variety of work experiences, including retail, food service and hospitality, students are matched to the businesses based on their skills and preferences.  However, students are trained on job-specific tasks at each job site.

This service provides testing, consultation, and/or therapy by a certified speech therapist.

Counseling Co-Ser #711

This service provides consultation and counseling services by certified staff.

Physical Therapy Co-Ser #712

This service provides consultation, evaluation, and/or therapy by a certified physical therapist.

Occupational Therapy Co-Ser #713

This service provides consultation, evaluation, and/or therapy by a certified occupational therapist.  Assistance in the development of adaptive physical education programs for individual students is also offered.

Interpreter for the Deaf and Hard of Hearing Co-Ser #714

A sign language interpreter will provide this service to hearing impaired students in an educational setting.

1:1 Para Educator Co-Ser #715

This service can be purchased to supplement the program of a student placed in any special class option.

Behaviorist Co-Ser #716

A behaviorist will provide this service to students in an educational setting based on the individual needs of the student.

A variety of both certified and specialty support personnel are available to provide services to Special Education students enrolled in BOCES programs.  Related Services are available for 12:1:4, 8:1:1, 6:1:1, 6:1:2, 8:1:2 and 9:1:3.

Location:

Orange-Ulster BOCES provides instructional services to the component districts through the use of shared teachers. This program provides teachers and administrators with support services that enhance and upgrade educational programs.  All services are operated in accordance with Education Law and Commissioner's Regulations. BOCES is offering shared professional itinerant services in the following areas: Visually Impaired, Health Education/Nurse Practitioner, Hearing Impaired, and English Language Learner.

Each position is shared among two or more districts and is for the ten-month school year, unless otherwise noted.  In a single district, the maximum share of a School Psychologist, Speech Therapist, or Teacher of the Hearing Impaired is the equivalent to 60% of a full-time, or three days per week.

There is no maximum share of service for Teachers of the Blind and Visually Impaired or Teachers of English Language Learners.  Programs of services to Blind and Visually Impaired students are eligible for excess cost aid and are not eligible for BOCES aid.  Programs of service to pupils with limited English proficiency are eligible for LEP aid and are not eligible for BOCES aid.

Admission:

This service is available to component school districts upon application.

Cost Formula:

The cost of this service will be on a per day basis.  Costs of supervision, salary, fringe benefits, travel, staff development, supplies and materials are pooled and charged proportionately to each district based on the amount of service provided.

Intensive Day Treatment for Psychiatric Crisis (IDT) Co-Ser #424.000-424.001

BOCES provides a cooperative program with Rockland Children’s Psychiatric Center (RCPC), to provide short-term, intensive educational clinical and family support services for students who are experiencing severe psychiatric crisis.  Educational services are provided by a BOCES teacher and para-educator.  Clinical personnel, including a psychiatrist, speech therapist and social workers, are provided by RCPC.

Admission:

Enrollment is by referral from local school districts to the Intensive Day Treatment team.

Cost Formula:

Tuition is charged to the participating school districts on a “per student/per day” basis.

Intensive Day Treatment for Substance Abuse (RESTART) Co-Ser #424.010

In cooperation with the Orange County Department of Mental Health and Catholic Charities, BOCES operates an intensive day treatment program serving students 12-18 years of age who are experiencing difficulty with alcohol and drugs.  RESTART is a program designed to support students during a time of crisis or returning from inpatient substance abuse treatment.

Admission:

Enrollment is by referral from local school districts to the Intensive Day Treatment clinical team.

Cost Formula:

Tuition is charged to the participating school districts on a “per student/per day” basis.

The Newcomer Program was developed to welcome and introduce students new to our country to our educational system.  The program provides an initial introduction to educational programming before incoming students can begin careers in their home districts.

The Newcomer Program is specifically designed for students whose English Language Learner (ELL) levels have been identified as "Student  with Interrupted/Inconsistent Formal Education" (SIFE), "Newcomer", or "Entering." Students who are identified as "Emerging" or higher are not candidates for the Newcomer program.

Enrollment is by referral from local school districts.

Cost Formula:

Tuition is charged to the participating school districts on a “per student/per day” basis.

Supplemental Program for At Risk Children (SPARC) Co-Ser #475.000

The purpose of the SPARC program is to provide a supplemental emotional support system to non-classified students K-8.  These students will have displayed behaviors that interfere with the learning process and their ability to benefit from it. 

The SPARC program will accept referrals from component school districts. The parent or guardian must approve of the referral and participate in the intake process.  Once a referral is received, an intake will be scheduled. This intake will involve educational evaluation and treatment planning by the SPARC team (Program Administrator, Teacher and Counselor).

The child, parent and a liaison from the home school will attend the evaluation. The parent will be provided with materials regarding programs, intervention and procedures.  The parent and home school will also be provided with information regarding parent effective training and adult literacy programs which they may utilize if needed.

SPARC Student Selection Criteria:

• Attention seeking behavior
• Limited problem solving skills
• Poor impulse control
• Oppositional/defiant of authority figures
• Minimal social interaction
• May be very disruptive to others
• Personal struggle with controlling self
• Problems getting along with others
• Identified as having a conduct disorder
• Behavior adversely affects learning
• Can be verbally and/or physically aggressive

The program features multiple components, all designed to assist students and their families in finding support and success in their elementary school years.

SPARC offers:

• Individualized behavior plans
• Curriculum adaptations and modifications
• Structured classroom environment
• Parental involvement
• Services provided by BOCES Special Education and Support Staff
• Identification of and referral to community agencies, (e.g.  Mental Health, Social Services, etc.)
